Project Description

This report examined the affordability of attached products—duplexes, townhomes, and condos—over time. In addition to a comprehensive analysis of historical sales records, we conducted in-person interviews with developers of attached housing products to understand the key challenges of building affordable housing in Boulder. We also created model pro forms to measure historical and current development costs. The study was very well-received by Planning Board and City Council and resulted in the development of a concerted strategy to increase middle income housing opportunities.
