Project Description

Root Policy completed the first Affordable Housing Needs Assessment for Larimer County in response to the County-wide Strategic Plan to reduce housing cost burden and promote quality of life in a variety of residential contexts. The analysis included demographic and economic profiles as well as rental and ownership market trends, needs of special population groups, and development trends across the county. The study included analysis for the entire county but focused recommendations on needs unique to unincorporated areas of the county.

Unique Aspect

Forecasts indicate that 96% of the County’s anticipated population growth through 2040 will be absorbed by municipalities. As a result, strategies to address housing needs do not prioritize creation of affordable housing; instead they focus on the county’s sphere of influence, such as: regional coordination and alignment; resource generation (taxing authority); program/service support for residents in unincorporated areas; land use in unincorporated areas; and examining long-term County-level eviction/renter protection services.
