Project Description

This joint housing and planning project began with development of a complex economic feasibility model to determine how market rate developers would respond to density bonus incentives for affordable housing. After the Colorado legislature passed a bill to allow inclusionary zoning for rental housing, the project evolved into a three-part economic feasibility analysis considering density bonuses, inclusionary requirements, and recalibration of the city’s linkage fees. The feasibility model considered significant input from developers and advocates for low income households, and was overseen by a steering committee.
