Project Description

We conducted a comprehensive housing study for the county, commissioned by the Long Range Planning Department. The county’s objective in developing a Balanced Housing Plan (BHP) was twofold: to assess its current housing stock and community needs, and to better understand how current and future economic development efforts may affect the housing market.

At the time the study was conducted, the county was seeking solutions to accommodate the housing and social service needs of its growing lower income and senior residents; methods for addressing distressed housing stock; and ways to catalyze ample developable land in the exterior portions of the county. Unique features of this study included monthly meetings with a group of stakeholders and regional leaders and a large windshield survey of rural housing throughout the county.

The market analysis was updated in 2020, leveraging the county’s obligation to complete a Consolidated Plan.

We determined which land parcels in the County were undervalued and had the most potential for future redevelopment—and would be good candidates for preservation.
